P2P skin marketplace, 5% sell fee, 0% on skin-for-skin swaps, with a 3D viewer.

ShadowPay runs a P2P marketplace plus instant-swap engine. Sell fees sit at 5% (better than DMarket's 5-7%), skin-for-skin swaps are free, and the 3D inspector is solid. Smaller than CS.MONEY but cleaner UI and stronger security tooling.
ShadowPay Review 2026
ShadowPay is a skin marketplace and swap platform covering CS2, Dota 2 and Rust. Sellers set their own prices on the market side, ShadowPay takes a cut, and a separate instant-sell path buys items outright for cash. The interesting thing about this site is not the product, which is conventional, but the gap between what its marketing pages promise and what its legal terms actually commit to. The numbers below come from both, and they are not the same numbers.

Who Runs It
ShadowPay names two companies with registration numbers, in its terms and again on its about page. BINARYLORE PTE. LIMITED, registration number 202402562G, at an address on Keppel Bay Drive, Singapore, is the operator. Vozzby LTD, registration number HE 456422, at an address in Limassol, Cyprus, handles EU operations. We did not check either number against a registry.
No gambling licence is claimed, which is appropriate for a marketplace rather than a casino. The about page describes the service as "provided and regulated by BINARYLORE PTE. LIMITED", which is a company describing itself, not a regulator. Read it as ownership, not oversight.
The terms set 18 as the floor to sell, "regardless of any consent from your parent or guardian". Two other clauses deserve more attention than they get. ShadowPay charges a maintenance fee of "1.00 USD ... per each account with no activity for a period exceeding 90 (ninety) calendar days". And it reserves the right to delete an account inactive for more than two calendar years "with no compensation of remaining funds". Do not park a balance here.
What ShadowPay Offers
- Market, a peer-to-peer marketplace where the seller sets the price and ShadowPay takes its commission out of it.
- Trade, the swap product, positioned on the site as upgrading one skin into another.
- Sell Items, instant sell for cash rather than waiting for a buyer.
- Three games, CS2, Dota 2 and Rust, which is a wider spread than most rivals.
- Tooling, a Chrome extension called TradeManager and a downloadable Windows application, both promoted as anti-phishing protection for sellers.
- Referral programme, advertised as 20% of every top-up made by people you invite.
The about page claims the service has run "for over six years", employs more than 50 people, and carries "1.2 million offers" with "more than 15 million skins listed for sale". Those are the operator's figures. The trade and market pages do not render for a signed-out visitor, so we could not check inventory ourselves.
Money In, Money Out
Deposits run through mainstream processors. The payout and delivery policy page displays Zen, Stripe, Visa, Mastercard, Apple Pay and Google Pay. Items bought are delivered "on his Steam account used during registration process on Shadowpay.com via direct API connection".
Cash out is where the published numbers live. The sell page states that "the minimum withdrawal amount is $20, while the maximum is $1,000 per transaction", and lists PayPal, Bitcoin, Ethereum and Tether alongside a broader set of cash and e-wallet options. On speed it says payouts are immediate after confirmation and that "payments are processed within seconds", but that is only after Steam's hold clears. ShadowPay's own wording is that "Steam introduced a 8-day trade protection period for all newly received or traded items", so a sale made today is not cash today.
Refunds are tight, and worth reading before your first purchase. The policy opens with "as a general rule, we do not offer refunds. Any fees and transaction commissions paid by the Users are non-returnable." If you cancel a purchase yourself the terms say "the funds will be refunded in the amount of 70% of the amount paid", so a change of mind costs 30%. Any dispute must be raised through their support system within 14 calendar days.
How Trades Work
Two flows sit side by side. On the market, other users list items at prices they choose, and the terms say ShadowPay "collects its commission or other possible fees (if such are due) from the prices determined by the Seller". On instant sell, ShadowPay quotes you directly, with pricing described on the sell page as "automatic pricing based on live market data" showing "real-time value of your skins before confirming a sale". Neither route publishes the underlying valuation method, so treat the quote as ShadowPay's number and compare it before accepting.
On fees, the site and the terms disagree about how specific to be. The sell page is concrete: "each sale on ShadowPay includes only a 5% transaction fee per skin", and separately, "there's a 5% withdrawal fee". Those stack. If you sell a skin and take the money out, ShadowPay's own pages describe two 5% charges on the same journey, and the 5% headline that gets quoted around this site is only half the story. The terms of service, by contrast, decline to fix any number at all, saying only that the fee "will be specified inside your account". A published rate that the contract does not bind is a rate that can move.
Steam's eight day trade protection window governs everything else. ShadowPay states that "every skin sale now includes an 8-day cancellation period", which is why instant payouts are instant only once that clock has run. We could not find a published fee for a pure skin-for-skin swap anywhere on the site, and the trade page renders nothing without a Steam login, so we are not going to state one.
What We Have Not Verified
- Payout speed, ShadowPay is not in our withdrawal tracker. "Within seconds" is the operator's claim.
- The swap fee, no percentage for skin-for-skin exchanges is published anywhere we could find.
- Company registrations, both numbers are stated by ShadowPay and we did not check either against a registry.
- Inventory and user figures, the trade and market pages do not load for signed-out visitors.
- Restricted countries, none are listed in the terms.
Who ShadowPay Is Right For
Sellers who want a fiat exit and are comfortable with a 10% round trip. PayPal payouts are genuinely useful in a category that mostly assumes you hold crypto, and the Dota 2 and Rust coverage means one account handles more than CS2. It suits someone selling in one push rather than someone holding a balance, because the 90 day inactivity fee starts biting quickly. It is a poor fit if you need more than $1,000 out in a single transaction, or if you want a contractually fixed fee rather than one the terms leave open.
SkinsVault Verdict
Rating: 4.1 / 5. ShadowPay does the important things: two named companies with registration numbers, published withdrawal limits, a sale fee stated in plain numbers, and an honest account of Steam's eight day hold. The score is held down by what it leaves loose. A 5% sale fee and a 5% withdrawal fee are two charges on one journey, advertised separately. The terms refuse to fix any rate at all. A cancelled purchase costs 30%. An idle account costs a dollar every 90 days and can be deleted with the balance after two years. None of that is hidden, but all of it rewards reading before depositing rather than after. We have not timed a payout here.

Money from a sale is only payable once that window closes. Any site trading CS2 items is subject to the same Valve rule, so a promise of instant cash on a freshly received skin is not something any operator can deliver.
